Does anyone know how qualifying times/teams are determined for cross country states 2012?

There is a chart on how many teams qualify at states based on how many complete teams are entered in regionals. Here it is: | # of Complete Teams | # of teams that qualify | 1 | 1 | 2 | 2 | 3 | 3 | 4 | 3 | 5 | 3 | 6 | 4 | 7 | 4 | 8 | 4 | 9 | 5 | 10 | 5 | 11 | 6 | 12 | 6 | 13 | 7 | 14 | 7 |
