Im not really certified, I just thought I'd say something on here since no one's responded in almost 9 months.

You have to attend a rule intepretation meeting (Howard and Carroll County's meeting is always held at Glenelg High School, this year on the last day of February). At this meeting your given a rule book and a take home exam. You must pass the take home exam.

That is for high school meets. You have to be certified by the USTAF to be a certified official for NCAA or IAAF Meets. Carroll County is within the Potomac Valley Assoc.
