Way to go Floyd!
As expected, nearly the entire race finishes in almost the same time. ONly 5 riders finish outside of 30 seconds of the winner of the stage with 113 riders finishing within 8 seconds of each other - which included all the expected candidates.

Well first you have to get good bike tires, then you can worry about getting better.

They dont' really finish within that time. If they finish in a bunch (a group) they all get the same time as the first rider in that group (otherwise you would have massive crashes all the time). Then, if your behind a group, your time is measured by how many seconds you were behind the last person in the previous group. But if 130 riders all ride in together down a narrow road, chances are the last rider in this group will finish a good 30 seconds after the first rider.
Also, many times if its real close and conditions aren't great, they will say that at this point everybody will get the same time. They did that in stage 21 last year, so with 10 miles left, it was official that Lance had won, even before crossing the line, just to ensure safety.

Floyd doesn't have that same passion (and frankly he isn't good enough). He got real lucky that all the favorites got knocked out (Basso, Ullrich, Mancebo, Vinokourov). Some would say these were the four top favorites to succeed Armstrong. There was one other guy, cant remember his name, and he was in the top 5 to succeed Armstrong too. All not in it this year (for various reasons, two because the scandal, one broke his collarbone I think, one withdrew, etc).
They said that winning it once may be enough for Floyd, he isn't as passionate as Armstrong was. It's not a knock on Floyd, he wanted it bad for this one, but it was a far bigger challenge for him to win this week then it was for Armstrong when he won. Armstrong dominated the tour.
