Coach, this is an age-old issue, especially in indoor, with only 4 or 6 lanes for each sprint heat. While the Howard County change is noble and welcome, don't hold your breath for this kind of change on a state-wide basis. Too many coaches like the current "honor" system.
Now, this chatter about the Va Tech meet is rather pointless. That's a non-scoring all-star meet run on a fast banked track, and is still several weeks away. So who cares? Why the fuss? Maryland teams just use it as a tune-up. But it does look like some of seed times are based on different distances (e.g. 55m vs 60m at VT). And I think the top seed time for the boys 1,000 was based on his 800 time. Anyway, Va Tech usually looks closely at the fastest five heats to make sure the times are reasonable. For such a showcase meet, they don't want to be upstaged by fraudulent times and have lopsided heats.
The problem in Maryland is at indoor regionals, where the pressure is on coaches to make it to states. "Good" coaches don't want the "bad" coaches to get an advantage, so they both give bogus seed times, just to "keep things right". Funny, how every year a number of long sprinters qualify to states from heats other than the fastest. But I do feel bad for good distance runners who are on the "bubble" and they get pushed down into a slower section of the 800 or 1,600 at regionals because of fabricated seed times. Tough way for their season to end.

The question of fabricated seed times was more directed towards counties and regionals, not the vt meet. The times given for the meet just brought on the question.
A few years ago it was stressed to carroll county coaches that seed times be legit. I believe they will do it again this year. I know Liberty is hosting the piedmont this year, and I will stress it to all coaches on their entry forms, that they are to be actual times, not predicted times. And given the websites out now, it will be easy to tell on fabricated times. This way all athletes are in appropriate heats based on what they have accomplished, not the dreams of the coach.
