eh, i'm possibly onto something:
Start with thirteen. One + three = four. So next is a one with a four (14). Next add one + four = five. One + three + one + four = nine. Put those numbers together and you have 95.
After that I don't know what to do, and I don't feel like working out all the possibilities, so I'm done for now.
